New Neutrogena Foudation? ?

Why doesn't the new Neutrogena foundation/concealed come in a darker shade for black women? I mean the one that helps prevent and get rid of pimples as well as providing converage. I tried on the darkest shade they had on my skin (tan I think) and it was too light. Are there any cheap concealers that come in darker tones that actually work?
